Complaint filed by parents of upper elementary age student receiving special education services to address deficiency in reading fluency challenge school district
s refusal to provide the student with vision therapy as a related service under the IDEA.
Decision held that the requested vision therapy was a research-based intervention appropriate to meet the student
s needs; but feel outside of the scope of related services, as defined by the IDEA, because it was a non-diagnostic medical service that could be provided only by or under the direct supervision of a licensed optometrist.
The Respondent school district and AEA prevailed.
