DETAILS: FATHER alleges that the West Des Moines Community School District and Heartland AEA violated the Individuals with Disabilities Act in multiple ways.  The complaint is not confirmed.  1.)  The District and AEA appropriately allowed FATHER to participate in IEP meetings, considering MOTHER had a no-contact order against FATHER.  2.)  The District and AEA were not required to have FATHER sign his childrens IEPs.  3.)  The District and AEA were not required to attach IEP team meeting minutes to IEPs.  4.)  The District and AEA appropriately evaluated FATHERs children.  The District and AEA were not required to conduct the ''formal testing'' FATHER demanded.
